CALL FOR PROPOSALS CONSULTING SERVICES FOR CONDUCTING THE END-LINE SOCIAL PERCEPTION SURVEY (COMPANY): EXTENDED DEADLINE

Assignment Name: Consulting services for conducting the end-line social perception survey

The project “Enhancing climate resilience in the Biosphere Reserve "Prutul de Jos" (Lower Prut), further known as “the Project”, is financed by the Austrian Development Agency (ADA), with funding from the Austrian Development Cooperation (ADC).

The grant agreement for implementation of the Project was signed on December 9, 2019, between the Austrian Development Agency and P.A. EcoContact, Republic of Moldova, and a portion of these funds are intended to be applied for eligible payments under the contract for which this Request for Proposals is issued.

P.A. EcoContact now invites proposals to provide the following services: Consulting services for conducting the end-line social perception survey.

The consultant will prepare the end-line social perception survey and the summary of the survey in accordance with the requirements of the TORs. The end-line survey will be prepared and conducted at the end of the project and will show the changes of the project stakeholders perception based on the main indicators and the results of the baseline perception survey developed at the beginning of the project. The survey will be used to measure the social value of the project implementation, as well as to evaluate and communicate the results of the project implementation.

Qualification requirements and Evaluation Criteria.

The company should fulfil the following criteria:

• At least three years of general experience
• At least two years of experience in carrying out research and surveys
• Experience in carrying out research and surveys with recognized national and international organizations/institutions (optional requirement) especially in similar thematic areas.
• Ability to analyze data using up to date statistical tools for the purpose of building a reliable database.
• Proven organizational and financial management skill.
• Experience gained during the participation in international projects of similar complexity.
• Proven skill to complete projects on time, and within the budget
• Proven capacity to represent the project with a high level of professionalism.
• Tangible reference of previous similar assignments.

The company should describe its team and competencies. The company is free to organize its team as it considers the most appropriate. However, at least, the following key staff/consultants should be mobilized with the following qualification and experience. The company should express the number of working days of each mobilized individual consultant as part of the team.

The performance of the assignment will require the following Key Professional Staff and Profiles:

Key staff:

1. Team leader
2. Expert for qualitative social analysis
3. Expert for quantitative social analysis

Non-key experts could be proposed by the Consultant, considering the need for additional support and expertise required to perform the given assignment.

Mandatory Qualification and Competence Requirements for the Key Professional Staff

1. Team Leader

University degree in sociology or other related fields

At least 10 years of work experience in the reference fields

3-5 years of experience in similar projects and assignments

Experience in leading focus groups.

Experience in qualitative interviews.

Experience in managing a team

Ability to analyse, plan, communicate effectively orally and in writing, draft report, solve problems, organize and meet expected results, adapt to different environments (cultural, economic, political and social).

Fluency in English and Romanian -orally and in writing;

Good interpersonal skills, solid judgment/decision making, initiative, creativity and team player; self-starter and results oriented.

Computer literacy and ability to effectively use office technology equipment, IT tools. 

2. Expert for qualitative social analysis

University degree in sociology or other related fields

At least 3 years of work experience in the reference fields

Experience in at least 2 similar projects and assignments

Experience in qualitative interviews

Excellent organizational, analytical and communication skills

Computer literacy and ability to effectively use office technology equipment

Fluency in English, Romanian and Russian - orally and in writing

Good interpersonal skills, solid judgment/decision making, initiative, creativity and team player; self-starter and results oriented.

3. Expert for quantitative social analysis

University degree in sociology or other related fields

At least 3 years of work experience in the reference fields

Experience in at least 2 similar projects and assignments

Experience in quantitative interviews

Excellent organizational, analytical and communication skills

Computer literacy and ability to effectively use office technology equipment

Fluency in English, Romanian and Russian orally and in writing;

Good interpersonal skills, solid judgment/decision making, initiative, creativity and team player; self-starter and results oriented.

The consultancy is expected to be undertaken within a period of 1.5 months (beginning of August – 25 September  2023, with a level of effort of 35 person-days).
